Consumers relying on public social benefits (SNAP/food stamps, Medicare/Medicaid, govt housing, childcare, and Pipp/Heap utilities) are on a continuous economic roll-a-coaster. The application process and reattestment to secure benefits are chaotic and undependable due to the slow, unresponsive, and archaic type of delivery of benefits. Additionally, the psychological trauma that can be experienced by the power dynamics between government employees distributing benefits and consumers contributes to the chaotic experience.

The unreliability of social benefits and social struggles (domestic violence, homelessness, evictions, mental health, physical health, poor wage-earning power to name a few) develops an economic spiraling experience that can take months and years to financially recover, if at all. The reliability on credit scores, consistent work history, long term housing, grade point average, family social capital, criminal history, evictions, long term income earnings three, four, or five times rent amount can be insurmountable if consumers do not have ready access to the documents (social security card, identification, birth certificate, lease agreement, utility bills) that prove their economic level.

TANF Program Benefits: Equal and Transparent Citizens Partnership Initiative is a citizens’ initiative to bring the use of blockchain as a document “container” for the purpose of applying, receiving, and sustaining public social benefits. Such use of blockchain can support healthy relative economic stability that is conducive in a capitalistic environment like the United States. Blockchain can aid, reduce, and defend against the economic spiral that occurs for consumers who rely on public social benefits. Consumers’ can improve their economic and employee reliability as they are not subject to the draconian manner of inconsistent distribution (or not) of public social benefits. Communities and consumers together equally flourish when reliable access to vital personal documents are available.

Our initiative has 5 parts because according to ohio’s Single Subject rule that states that each initiative that is going through legislation needs to be limited to just one single subject.

     Ohio TANF programs application attesting, and re-attesting changes from its current model to a blockchain platform available on an app and desktop format. The blockchain platform creates a transparent, equal partnership between Ohioans and the ODJFS. This form of equal transparent partnership allows Ohioans to apply, track, and engage with the TANF programs in real-time. Real-time can aid in the reduction of poverty, homelessness, economic and social negative aftereffects of domestic violence, lag in children's education for Ohioans utilizing TANF programs.

    The blockchain platform allows for vital statistic documents to be loaded, saved and shared with multiple TANF programs to create and ensure relative economic stability. 

     3.TANF Program Benefits: Equal and Transparent Citizens Partnership Initiative part C

           The vital statistic documents that are  loaded, saved and shared with multiple TANF programs are considered valid and authentic forms of identification and stay valid throughout their existence on the   platform.

This part of the Initiative calls for a pilot program to be conducted within the state of  Ohio, where this blockchain platform is tested.

    The last part of the initiative asks for the vital statistic documents that are loaded, saved and shared with multiple TANF programs to be considered valid throughout every county in Ohio, making them porting-adujstable, to make moving from county to county easier on citizens.
